Update: Opportunities to Provide Feedback on Proposed Changes to STAR Policies

Thank you to everyone who provided feedback on the proposed STAR Rider Guide changes. Staff is in the process of reviewing the comments received and making revisions to the proposed changes. Once a decision has been made, the finalized revisions to the STAR Rider Guide will be made available on the STAR website.

Several revisions to STAR policies have been proposed to comply with the new federal regulations, improve scheduling and provide more STAR rides within available resources.

The Proposed Changes Include:

  • The addition of door-to-door assistance between the STAR vehicle and the building entrance.
  • Increasing the STAR pickup window to 0 minutes before the scheduled pickup time and 20 minutes after the scheduled time.
  • STAR Riders who request a reasonable accommodation to not use a seat belt or shoulder belt will be required to submit a waiver of liability.
  • Clients being able to request a standing order ride for a trip that they use the same day each week.
  • A physician's note will no longer be required to request a reasonable accommodation.
  • A rider may eat a small amount or drink water, only if it is required for a medical condition
  • The Accessibility Subcommittee will have a designated 30-minute time-period on the agenda at the September, December, March, and June meetings each year for STAR riders and advocates to comment on STAR service.

The County Manager will consider all input regarding the proposed STAR policy revisions and set an effective date after the Transportation Commission Meeting Scheduled on June 29, 2015.
